House Financial Services Committee Chairman Maxine Waters said that former Trump campaign chairman Paul Manafort was "sent" by the Russians to help insure an electoral victory that would pay dividends to the Kremlin in the former of slackened sanctions.

Speaking with MSNBC's Chris Hayes, the Los Angeles Democrat blasted Treasury Secretary Steve Mnuchin and Trump for planning to lift some of sanctions against the country.

Waters and Hayes discussed the positive effect the decision will have on Russian aluminum oligarch Oleg Vladimirovich Deripaska.

"Our president has said he believes the sanctions should be lifted," she said. "Mnuchin is of course guided by this president."

Waters said the ongoing discussions in the White House are "all part of a relationship that they have with Russia and with Putin and with the oligarchs."
