"Fox & Friends First" host Rob Schmitt tracked down Sen. Bob Menendez in Puerto Rico Monday after the New Jersey lawmaker was photographed on a beach amid the partial government shutdown.

About 30 Democratic lawmakers traveled to Puerto Rico -- with their families and lobbyists -- for the retreat over the weekend, and Schmitt was in San Juan to report on the trip.

Republicans were quick to criticize their Democratic colleagues for the retreat, which included a special performance of the hit Broadway show "Hamilton." A photo of Menendez (D-N.J.) shirtless on a beach went viral Sunday. 

While some of the Democrats attended the Congressional Hispanic Caucus BOLD PAC gathering in San Juan and met with Puerto Rican officials to discuss ongoing cleanup efforts from Hurricane Maria, Republicans were angered over the trip.

On Monday, as Democrats gathered for their last meeting before returning to the U.S., Schmitt attempted to speak with Menendez.

"You could have had hours and hours and hours of meetings, and you chose one thing for an hour," Menendez said of the shirtless beach picture that made the rounds.

"I want to be fair," Schmitt said.

"You guys are not fair. You're neither fair nor balanced," Menendez said as he walked away.
