President Trump on Friday signed the massive $1.3 trillion omnibus spending bill despite an earlier threat to veto the legislation due to the lack of border wall funding and a fix for DACA.

Trump signed the 2,200-page legislation reluctantly -- which prevented a government shutdown -- saying during a Friday news conference, "I will never sign another bill like this again."

On "The Daily Briefing," Fox News politics editor Chris Stirewalt said the budgeting process for the Trump administration and this Congress "stinks," and it has been a continuation of a decade-long trend in Washington, D.C.

"They didn't start it the right way, they didn't start out on time, they have not been following the usual procedures," Stirewalt said. "And, to be fair, Washington hasn't followed usual procedures about spending your money since 2007. This has been chaotic budgeting -- fiscal cliffs, debt ceiling lifts, all of this garbage, a terrible way to run a government. And this has become the norm in Washington."

He singled out Republicans -- who control the House, Senate and White House -- for kicking the can down the road after eight years of preaching fiscal restraint during the Obama administration.
