WATCH: Protester Throws Russian Flags at Trump as He Walks Through Capitol
A protester breached security bounds just as President Trump walked by with Senate Majority Leader Mitch McConnell on their way to a lunch with Republican senators to discuss tax reform.
The protester, reportedly identified as Ryan Clayton, of Loudoun County, Va., yelled "Trump is treason!" and “This is not about tax reform!” while throwing Russian flags at the president.
"We should be talking about treason in Congress, not about tax cuts," yelled Clayton, who heads a group called Americans Take Action.
Trump and McConnell were walking near the Senate on the second floor of the Capitol when the protester began shouting.
Capitol police immediately escorted Clayton out of the press area. He was noticed earlier today in a cluster of reporters who were interviewing Sen. Bob Corker.

U.S. Capitol Police later announced he was charged with unlawful conduct after the incident.
Clayton is known to disrupt events by presenting people with Russian flags. He was escorted out of the Capitol in July for asking senior White House adviser Jared Kushner to autograph a Russian flag.
Clayton was also kicked out of the 2017 Conservative Political Action Conference after he handed out Russian flags and some attendees began waving them at the speakers.
