ObamaCare architect Dr. Ezekiel Emanuel said the Senate's version of the Republican ObamaCare replacement legislation is "kind of like a neutron bomb."

"The Senate bill in my view is not a reform," Emanuel, vice-provost of UPenn and brother of Chicago Mayor Rahm Emanuel (D), said.

Emanuel said the Senate bill "hobbles" ObamaCare's exchanges and removes Medicaid expansion.

"It's kind of like a neutron bomb - It left the structures in place and killed all the people," Emanuel said.

He said the Senate bill hurts the 22 million people he said ObamaCare gave insurance to, while leaving the "structures" of ObamaCare in place.
