Charles Krauthammer said that in the 30 years since the last meaningful tax reform plan was enacted, "barnacles accumulated" in the tax code.

Krauthammer said President Trump must remove those 30 years of carve-outs and deductions through his tax plan if it is to be successful.

"The most important element of this is the stripping-away of deductions," Krauthammer said, calling that same order the "great triumph" of President Reagan's 1986 tax reform.

He called the loopholes and deductions a "form of corruption" for those who can afford tax attorneys and accountants.

"Over the next 30 years, the barnacles accumulate. Then you got to clean [them] away," he said.
