Senator Marco Rubio (R-Fla.) challenged President-elect Donald Trump's secretary of state nominee, Rex Tillerson, to classify Russian President Vladimir Putin as a "war criminal".

A member of the Senate Foreign Relations committee, Rubio asked the ExxonMobil CEO point-blank "Is Vladimir Putin a war criminal" during the confirmation hearing before the committee.

Tillerson said he would not specifically use that term.

Rubio continued his questioning, describing the situation in Aleppo, Syria to "help [Tillerson] reach that conclusion."

Tillerson said that, should he be confirmed, he would review classified documents on the matter before making a conclusion, citing the "serious question" at hand.

"I would want to be fully informed," he said.

Rubio said there is enough public knowledge of Putin's military allegedly committing war crimes in the Middle East that Tillerson would not need to be briefed on the matter before making a declaration about the Kremlin's leader.
