New York Mayor Rudy Giuliani joined On the Record to discuss the lack of talk about ISIS at the DNC.

Greta Van Susteren said that Bill Clinton's speech tonight could present an opportunity to talk about defeating the terrorist group. But Giuliani said that would be "interesting," given that his wife has done much to develop it as secretary of state in the Obama Administration.

The former mayor then explained how the Obama Administration's actions led to the rise of ISIS, through the withdrawal of troops from Iraq and the overthrow of Libyan dictator Muammar Gaddafi.

"So I can't imagine what Bill Clinton's going to say about what she's going to do to defeat it, since she's certainly done a heck of a lot to create it."
