Tonight on The O'Reilly Factor, Donald Trump reacted to the FBI's decision not to recommend charges against Hillary Clinton.

Trump said the determination by FBI James Comey was "surprising" coming after he listed all of the mistakes she had made with her emails, saying the director had made it sound like there was "no choice" but to seek harsh punishment.

"And they didn't do that, and I can tell you everybody was stunned at the end, because if you listen to it, it sounds like she had horrible judgment. She didn't know what she was doing. She was sloppy. She was just about as bad as you can be."

Trump said he believed Clinton knew what she was doing, but proving her intent isn't necessary to charge her with a crime.

"You can make a mistake and you're still guilty, because you're talking about national security, and there are a lot of reasons for guilt. So it's very, very surprising."
