Tonight on On the Record, Sen. Lindsey Graham agreed with Sen. John McCain's assessment that President Obama's national security decisions led to the rise of ISIS.

"John's right about that," he said. "There would be no ISIL without Obama's decision to leave Iraq."

Graham said the White House's decisions to withdraw from Iraq and not arm the Free Syrian Army rebels allowed ISIS to establish footholds in Iraq and Syria.

"So, Barack Obama is to blame for the rise of ISIL. He has dismantled the ability to defend this country. We no longer interrogate terror suspects. We read them their rights and put them in federal court. We're going to have less FBI agents in 2017 than we did in 2013. In that regard, I blame President Obama."
