In his Talking Points Memo tonight, Bill O'Reilly reacted to the U.S. response to the Paris terror attacks and wondered if President Obama is "delusional."

He pointed out that for years "The Factor" has been saying that the Obama administration has no strategy to defeat the ISIS threat.

"President Obama somehow does not seem to understand that the civilized world is losing the fight against ISIS," O'Reilly said, adding that Obama's recent claim that ISIS is "contained" is clearly not true.

"The president is unrepentant and unwilling to admit that his strategy has failed," O'Reilly said, adding that Obama has proven that he simply will not change his plan.

O'Reilly then explained his plan for defeating ISIS, which includes the 28-nation NATO alliance declaring war on the terror group and employing ground troops, bombings, no-fly zones, increased border security and a central command and control center based in Europe.

O'Reilly said that Obama, unfortunately, has shown no desire to take any such measures.

"The president of the United States has lost control of the war on terror."
