President Obama on Monday defended the planned deployment of approximately 50 U.S. special forces to Syria, saying the move does not break his promise to avoid putting "boots on the ground" in the fight against ISIS.

Charles Krauthammer said on "Special Report" that Obama's deployment of a mere several dozen troops does nothing on the ground.

Krauthammer said that the president wants to have it both ways, in order to give the appearance that he is taking action, while keeping his promise about not getting the U.S. involved in "ground combat" in Syria.

"50 special ops in the vast Kurdish area?" Krauthammer said. "Everybody knows it's a joke."
