Days after the Justice Department announced it would not file charges against former IRS official Lois Lerner, House Republicans introduced a resolution to impeach IRS Commissioner John Koskinen.

"This is not going to end well," Charles Krauthammer said on "Special Report."

He explained that Republicans have repeatedly demonstrated that they have no ability to conduct investigations of the Obama administration.

"Everything they have touched has failed or backfired," Krauthammer said, pointing to the House Benghazi Committee's failure to hit Hillary Clinton at last weeks' hearing, despite damning evidence.

"This is a waste of energy," Krauthammer stated.

He asserted that if the goal is to restore faith in the IRS, then Republicans should concentrate on winning the 2016 election, appointing a new IRS commissioner and then getting an uncompromised Justice Department to prosecute Lerner.
