2016 presidential candidate Marco Rubio appeared on "Hannity" to react to today's Benghazi hearing.

Rubio said that more could have been done to prevent the 2012 terror attack, because it was known that Benghazi was a dangerous city and there were threats against the U.S. embassy.

"And despite all of this, the State Department made a decision to leave that consulate in Benghazi open. I would say that right there is a red flag," Rubio said.

The Florida senator added that U.S. personnel shouldn't have stayed there, but if they did, they at least should have had sufficient security, which they did not receive.

"It was massive incompetence at every level, and the buck stops at the top," Rubio said. "If Hillary Clinton's going to go around taking credit for her time as secretary of state, then she must take responsibility for the failures at the State Department under her watch."
