Vice President Joe Biden announced at the White House moments ago that he will not run for President of the United States.

Biden said he believes the window for him to launch a campaign has closed.

"While I will not be a candidate, I will not be silent," he said from the Rose Garden, alongside President Obama and his wife, Jill.  

He said he will speak out "forcefully and clearly" to help the Democrats retain the White House. 

"This party, our nation, will be making a tragic mistake if we walk away from or attempt to undo the Obama legacy," said Biden, urging Democrats to run in 2016 on Obama's record of achievement.
