Jim Steinle and Liz Sullivan, the parents of Kate Steinle, joined Bill O'Reilly on "The Factor" to react to the Senate's failure to pass Kate's Law.

Steinle said that he is surprised and disappointed with the government.

"Deep down, when we were in Washington, I didn't get any warm and fuzzy feeling that Kate's Law would hit the Senate or be passed," Steinle said. "When I heard about it, again, kind of depressing and aggravating. And we're a bit angry about it, but that's the government we have now in Washington."

"It's very frustrating to see how Washington doesn't work," Sullivan added. "Something needs to change."
