On "Special Report" tonight, Charles Krauthammer reacted to a bipartisan congressional task force report that found the U.S. is losing the battle to stop Americans from traveling abroad to enlist in ISIS.

Krauthammer said the threat is huge, growing and historically unprecedented.

"What's also unprecedented is the utter passivity of the United States," Krauthammer said, noting Russia's increasing presence in Syria, which means Syrian President Bashar al-Assad will stay in power.

"The irony is that the Russians aren't in there to fight ISIS. The Russians are in there to support Assad, to establish their predominance in the region, to bring in Iran and to establish military facilities," Krauthammer said. "That's what happened even as the administration sputters, because it has no idea what to do."
