Newt Gingrich went "On The Record" tonight to discuss President Obama and Russian President Vladimir Putin's dueling speeches on the crisis in Syria and the first face-to-face meeting between the two leaders in nearly a year.

The former Speaker of the House said this indicates a further collapse of Obama's foreign policy, pointing to Russia's increasing presence in Syria.

Gingrich added the revelation that Russia will be working with and sharing intelligence with Iran, Iraq and Syria shows a tremendous shift of power away from the U.S. and Western Europe and toward Russia and Iran.

"It's a very dramatic defeat in historical terms," Gingrich said. "I think we have watched a steady decline of American influence under President Obama."
