In his Talking Points Memo tonight, Bill O'Reilly reacted to the family of Kate Steinle announcing that they will sue local and federal officials in the wake of their daughter’s death at the hands of a criminal illegal immigrant.

"The federal government has failed to protect Americans from foreign criminals who prey upon us," O'Reilly said. "The sanctuary system is a disgrace."

O'Reilly blamed President Obama for failing to enforce U.S. immigration law.

"It is time for Congress to pass Kate's Law to send a very powerful message," O'Reilly said. "The Steinles' coming lawsuit claims general negligence and a failure to uphold the law."

He said that whether or not the lawsuit is successful, it will send a much-needed message to San Francisco and the people who run the city.

O'Reilly said that a tragic death like Kate's should never happen again in this country.

"San Francisco must pay a price."
