Police are taking some criticism after deciding not to arrest a man who was walking near the UK parliament with an ISIS flag and a child on his shoulders.

In the alarming photo, the man is seen in the tourist-heavy area draped in the flag of the Islamic State, while the child waves another black ISIS flag above him. 

Police officers spoke to the man, but determined that he was acting within the law.

According to The Guardian, London's Metropolitan police said in a statement that, "While support of and membership of ISIS is unlawful it is not a criminal offense to advocate the creation of an independent state."

People were quick to point out on social media that the 10th anniversary of the 7/7 bombings is coming up. 

The coordinated suicide bomb attacks on London's public transit systems killed 52 people and injured more than 700 on July 7, 2005.

It also comes on the heels of heightened concerns by U.S. officials that ISIS supporters would attack Americans during the Fourth of July weekend.
