Potential 2016 presidential candidate Donald Trump said on "On The Record" that the United States is a "laughingstock" and that President Barack Obama doesn't know what he's doing. 

"First of all, we've got a president that has no clue what he's doing," Trump said. "There's no question about that. And all you have to do is look at what's happened in Iraq with these so-called soldiers. Every time we give them $100 million worth of equipment, ISIS or whoever ends up getting it."

Trump said that "it's a disgrace" what happened and that "it's a shame this took place in the first place." 

"Now that we have totally messed up the Middle East...we have to do something because ISIS is truly bad," Trump said. "ISIS is far worse than Iraq was ever going to be and we have to go in there very very powerfully and strongly."

Greta Van Susteren questioned how Trump would defeat ISIS, but he wouldn't share his plan. 

"If I run and I win, I don't want the enemy to know what I'm doing," Trump stated. "There is a method of defeating them quickly and effectively and having total victory. I don't want to be Obama, where he goes on television to explain exactly when we're going to attack a certain city, what we're going to do, what hour we're going to be using for the attack...I don't want to do that."

He shared that his plan is a "fool proof way of winning the war with ISIS."

Trump also said that "our country is a laughingstock."

"We don't know what we're doing, whether it's our trade policies with China and Mexico, not only at the border is Mexico killing us, but everywhere else including economically," Trump stated. "In terms of our military, it's disgraceful what our president is doing to our military. It's a disgrace." 

Trump said that he will announce whether or not he will run for president in June.
