Baltimore Mayor Stephanie Rawlings-Blake is asking the Justice Department to investigate the city's police department.

"I'm asking the Department of Justice to investigate if our police department has engaged in a pattern or practice of stops, searches or arrests that violate the Fourth Amendment," she said. "At the end of this process, I will hold those accountable if change is not made."

Former NYPD Detective Bo Dietl said on "Your World" that this investigation and the proposed changes to the police department will just put more lives in danger.

"My problem is, first of all, with this mayor of Baltimore," Dietl said. "I think we've all seen her in action. She's the most incompetent person that I've ever seen in my life."

Dietl said that law enforcement officers in Baltimore, and across the country, now feel like they have no one backing them up, which makes them wary of doing their jobs.

"We're going in the wrong direction here. And this mayor's a nincompoop, and she's taking the power away from these cops," Dietl said. "These cops are not going to want to react."

"It's going to get to a point, Neil, where the cops are not going to do their job."
