Judge Andrew Napolitano today slammed California Gov. Jerry Brown for threatening $500 fines for long showers.

“Who does this thug, who calls himself the governor of California, think he is? He can’t make up rules and impose punishments on his own. Only the legislature can do that,” Napolitano said.

Napolitano argued that these orders are being given by a dictator, not a legislature.

Stuart Varney said that there will likely be guidelines for water consumption and suggested that residents will be encouraged to snitch on their neighbors for using too much water.

“What do you think about big government telling you how much water you can drink and use to brush your teeth?” Napolitano asked.

“Not much,” Varney said, and Napolitano agreed.
