Sen. Rand Paul (R-Ky.) went “On The Record” to weigh in on the Obama administration’s reported plans to seek an international climate change deal without ratification from Congress and based on the honor system.

“Not only is it an abuse of power, I think it almost leads us to a constitutional crisis of sorts,” he said.

Paul said Obama “doesn’t seem to grasp the checks and balances” in this country. He said that he supports House Speaker John Boehner’s legal fight to say that “the president can’t just do what he wants, he’s not a king.”

The Kentucky senator also told Greta Van Susteren about his trip to Guatemala, where he performed cataract surgeries.
