In tonight’s Talking Points Memo, Bill O’Reilly said that President Barack Obama is misusing his power by not using it to solve vital problems.

O’Reilly said that the administration was told one year ago that organized criminals were smuggling children into the U.S. in great numbers. He said Obama could have summoned the countries involved to a conference and cracked down on the cartels, but he didn’t.

The ISIS army has taken over one-third of Iraq and is persecuting Christians. O’Reilly said that intelligence warned the president that Islamic militants were gathering power in Syria, but Obama did nothing to stop that.

Then, there’s Vladimir Putin and the conflict between Russia and Ukraine. O’Reilly said there is no question that Putin armed the separatists in Ukraine that are suspected of shooting down Malaysia Airlines Flight MH17. Obama slapped some sanctions on Putin, but O’Reilly said he didn’t do as much as he could have, saying Obama should have met with American bank leaders and cut off all credit card receipts from Russia.

“It is quite clear that Mr. Obama does not want to lead in the traditional way. He apparently wants to ruminate about things discuss, create consensus,” O’Reilly said, charging Obama with sending the signal that the U.S. won’t right wrongs unless it’s an emergency. “The Factor” host said he doesn’t think Obama sees the border, ISIS or Putin as emergencies.

Charles Krauthammer was on “The O’Reilly Factor” to react to the memo.

Krauthammer: 'No One Cares What Obama Says'

He said that Obama has misused his power on domestic issues, where he has written, changed and canceled laws.

“But on foreign affairs, I think he is simply so much over his head he doesn’t know what to do, and when he doesn’t know what to do, he does nothing. He talks, he urges, he tries to use mental suasion on a thug like a Putin and then he’s surprised that nothing actually happens,” Krauthammer said.
