Cellphone video shows a police officer repeatedly punching a pinned down woman on the side of a busy freeway in California.

According to the California Highway Patrol arrest report, “A physical altercation ensued as the pedestrian continued to resist arrest at which point a plain clothes off-duty officer assisted in applying the handcuffs to the pedestrian. When asked if she sustained any injuries, the pedestrian did not advise of any nor were any located by the officers on scene.”

“I’m shocked that in broad daylight, […] in plain sight, a man is mercilessly beating what seems to be a homeless, mentally disturbed woman,” David Diaz, who shot the video, said.

There is a homeless encampment near the entrance to the freeway. The woman and the police officer have not been identified, and the officer is on administrative leave pending the outcome of the investigation.
