In a hearing on Capitol Hill, acting IRS commissioner Daniel Werfel addressed "missteps" and "failures" of IRS management upon revelations that conservative groups were targeted by the agency.

In responding to a question from Rep. Ander Crenshaw, who asked whether Werfel felt the IRS "has betrayed the trust of the American people," Werfel responded, "I do, Mr. Chairman. I think that's why, thinking about this in terms of  - my primary mission is to restore that trust."

Werfel went on in his statement to say, "I am confident that we can address the problems that exist and move forward with a better and more effective IRS. With that in mind, in my first few days I have initiated a comprehensive review of the agency and have taken immediate actions to begin to address the significant and alarming problems identified in the report."
