A federal court of appeals ruled that North Carolina's anti-abortion license plates are unconstitutional because the state doesn't provide plates for pro-choice motorists. North Carolina lawmakers allowed for a “Choose Life” license plate to be produced, but rejected proposals to have plates made with pro-choice messages.

“The state has to be neutral with respect to freedom of speech,” Judge Andrew Napolitano said. “It can’t pick one side and suppress the other. That’s the whole purpose of the First Amendment.”

North Carolina could appeal the ruling to the full appeals court or to the U.S. Supreme Court.
