Chloe Stirling has been selling cupcakes for the past two years, baking them out of her family’s kitchen. When a boy in her school was battling cancer in 2012, she donated cupcakes for a fundraiser.

The health department stepped in after receiving word of her business, ‘Hey, Cupcake,’ and shut it down because her family’s kitchen is not licensed.

Even if her family creates a separate kitchen for her or buys licensed one, like the department suggested, Stirling must also receive a permit to sell the cupcakes.
