Judge Andrew Napolitano said that Democrats set goals for themselves upon taking control of the House of Representatives come 2019.

"One is to preoccupy him," Napolitano said of President Trump.

He said the other goal is to "run shadow investigations" paralleling the special counsel probe being run by former FBI Director Bob Mueller.

Napolitano said that while Mueller must keep findings of his probe secret, incoming presumptive committee chairman like Reps. Jerrold Nadler (D-N.Y.) and Adam Schiff (D-Calif.) do not.

"The goal is to wreck this president -- to drive him crazy," Napolitano said.

He said that Democrats believe their base gave them a "mandate" to do so by giving them the control of the House.
