Sen. Lindsey Graham is flagging an "odd and disturbing" email written by former President Obama's national security adviser Susan Rice to herself in the last hours of the administration. 

In the email on Jan. 20, 2017 - the day of President Trump's inauguration - Rice described a Jan. 5 meeting between Obama, herself, then-FBI Director James Comey, then-Deputy Attorney General Sally Yates and then-Vice President Joe Biden concerning the investigation into Russian election interference.

In the email, Rice wrote: "President Obama began the conversation by stressing his continued commitment to ensuring that every aspect of this issue is handled by the Intelligence and law enforcement communities ‘by the book.’ The president stressed that he is not asking about, initiating or instructing anything from a law enforcement perspective. He reiterated that our law enforcement team needs to proceed as it normally would by the book.”

Speaking on "The Story With Martha MacCallum," Graham (R-S.C.) said "we know the investigation regarding the Trump campaign was anything but by the book."

Graham asked whether the email was an effort by Obama to "get himself on the record through Susan Rice" about wanting the probe to be "by the book."

"It's the oddest thing in the world to send an email to yourself on Inauguration Day about a conversation held on January 5th. ... Why should he have to say that to begin with?" Graham asked, wondering what led up to the January 5th conversation. 

He questioned what Obama and Rice knew about the FISA warrant on Carter Page being obtained through a "political" dossier paid for by the Clinton camp. 

"When you look at what happened, it was an abuse of power, not 'by the book,'" said Graham, who released the email Monday with Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa).
