A massive manhunt is underway in London after a "terrorist incident" on the subway left at least 29 people injured.

Scotland Yard said an improvised explosive device was used in the attack, and said they are investigating it as terrorism.

Photos taken of the subway car show a white plastic bucket inside an insulated plastic bag with flames and what appear to be wires visible.

Amy Kellogg reported that police are saying the device did not "properly detonate."

She said the explosion took place as the District Line train was pulling into Parsons Green station, which is in an upscale residential part of West London.

"Eyewitnesses have reported a bag, a bang and then flames," Kellogg said.

She said that the deputy assistant police commissioner said that most of those injured suffered flash burns, and the injuries are not believed to be life-threatening.

Police have reportedly identified an as-yet-unnamed suspect with the aid of CCTV.
