On the ground in Texas, Matt Finn talked to a woman who was preparing to leave her home as floodwaters from Hurricane Harvey rapidly rose in her neighborhood.

"This is unbelievable," she said, breaking down as she spoke. "My parents have lived here... for like 40 years and have never seen anything like this before."

"This is crazy - it's scary," she said.

Finn asked her if she was leaving her home like others in more flooded portions of her subdivision already had.

The woman said she was moving her family and dog to a nearby high school, remarking that the condition of the area changed drastically overnight.

"I don't really feel like waiting and chancing this out," she said.
