Dana Perino said that the failure of the Senate Republicans' latest iteration of ObamaCare repeal shows that the GOP is not necessarily pro-small government.
"[It's] really not a strong Republican Party of small government," she said on "The Five."
"It's variations on a theme of bigger government," she said, after several Republicans joined Democrats to vote down a repeal measure.
She said that while they are often reacting to their constituencies, the reality is "disconcerting" to most conservatives.
Lisa Boothe said it exposed an "element of cowardice and hypocrisy" among those senators that broke from their party line.
Perino said Sen. Steve Daines (R-Mont.) plans to introduce a measure regarding single-payer healthcare, which many say is meant to put Democrats on-record for what many see as a drastic government power grab.
