Mo Elleithee, a former spokesman for Hillary Clinton and the DNC, debated Trish Regan and Meghan McCain on whether President Obama's policies catalyzed the rise of ISIS.

"We have ISIS thanks to the direction of President Obama," said Trish Regan on "Outnumbered."

"I'm going to vehemently disagree with that. ... I think this president took strong steps to go after terrorism," Elleithee countered.

Obama met with German Chancellor Angela Merkel in Berlin, where he not-so-subtly cast shade on President Trump's healthcare and immigration policies.

Regan said that the Obama administration's isolationist policies of the last eight years were wrong and a departure from the United States' historical position.

"Would you at least concede that a lot less children would have been gassed in Syria had we not been isolationist?" Meghan McCain asked Elleithee.

Elleithee said he is critical of Syria policies as well. He added that the United States does not control the world, but that does not make it isolationist.
