Steve Hilton, former policy director for U.K. Prime Minister David Cameron, believes that Monday's attack on a Berlin Christmas market shows that Germany's refugee policy has been a "complete disaster."
On "Special Report" tonight, Hilton explained that suspect Anis Amri was one of hundreds of thousands of asylum-seekers from the Middle East and Africa who were invited into Germany by Chancellor Angela Merkel.
He added that this isn't just a problem in Germany because of the key flaw of the European Union: open borders.
"If you want to be in the EU, you have to accept open borders," Hilton said. "So, I think the only way this is actually going to change is through the political system, through electing new governments that actually have a different view."
