Rudy Giuliani said this morning on Fox & Friends that President Obama should not issue a pardon to Hillary Clinton. 

He pointed to allegations of fraud in the area of hundreds of millions of dollars when it comes to the Clinton Foundation. 

Giuliani said those allegations may not be true, but the situation must be investigated fairly and President Obama should not intervene on his way out. 

"I don't think President Obama should pardon her. I think President Obama should leave it to the system we all believe in to determine is she innocent or is she guilty," he said. 

The president and President-Elect Donald Trump will meet at the White House later this morning.
