Donald Trump took to Twitter moments ago following the FBI's announcement that they would not recommend charges against Hillary Clinton over her private email server. 

Trump declared the system to be "rigged" and pointed to the charges against former CIA Director David Petraeus for removing classified information.

Gregg Jarrett, an attorney and Fox News anchor, reacted after the announcement, explaining that many lawyers will be scratching their heads about Comey's remarks. 

Jarrett noted that Comey called Clinton "extremely careless" when it comes to mishandling classified information on her email server. 

Jarrett explained that it's a phrase used by lawyers to point to a defendant's "gross negligence."

He questioned what the difference is, in Comey's mind, between Clinton being extremely careless and displaying gross negligence. 

"It's hard to understand," said Jarrett.
