Donald Trump delivered a foreign policy address in Washington this afternoon, calling for a new "rational" approach that puts America first.

He said America's rivals no longer respect us and "don't take us seriously anymore."

"We've let our rivals and challengers think they can get away with anything and they do at will," said Trump.

He said that ISIS' days "are numbered" but he said his policy on achieving that would be "unpredictable."

"They will be gone very, very quickly," said Trump. 

Trump called the foreign policy of President Obama and Hillary Clinton a "disaster" that has wasted trillions of dollars and "blazed a path of destruction."

"I challenge anyone to explain the strategic foreign policy vision of Obama-Clinton," he said.

Trump said other countries, including our friends and enemies, put their own interests first, not the interests of the U.S.

"No country has ever prospered that failed to put its own interests first."

He said he will "no longer surrender the United States or its people to the false song of globalism."

He vowed never to send American men and women into battle unless it's "absolutely necessary." 

And he said that if troops are deployed, they will only do so with a clear plan for "victory with a capital V."

He faulted President Obama for refusing to name "radical Islam" as the enemy. 

Trump said the Obama foreign policy allowed for the persecution and "genocide" of Christians in the Middle East by ISIS. 

"We have done nothing to help the Christians and we should be ashamed for that lack of action."
