President Obama refuses to admit that we are at war with a global jihadist movement that is rapidly spreading, Charles Krauthammer said on "Special Report" tonight.

"We have a president, as we saw on Sunday night, who is either disengaged or delusional. It's one or the other," Krauthammer stated.

He explained that Obama's ISIS strategy is essentially nothing, and he's passing the problem on to the next president, despite the fact that his defense advisors have consistently asked him to do more.

"He has consistently refused to listen to their advice," Krauthammer said, adding that's why the country is in a semi-panic and why Donald Trump's tough talk is doing so well on the campaign trail.

"This is a ship about to hit an iceberg without anyone at the tiller."
