On "The Kelly File" tonight, Dana Perino said that Sen. Rand Paul (R-KY) is "completely out of touch with Republican voters."

Perino reacted to comments that the Republican presidential candidate said on MSNBC earlier today. Paul blamed his own party for the rise of the Islamic State group.

“ISIS exists and grew stronger because of the hawks in our party who gave arms indiscriminately,” Paul said on “Morning Joe.” “They created these people. ISIS is all over Libya because these same hawks in my party loved – they loved Hillary Clinton’s war in Libya. They just wanted more of it.”

Perino told Megyn Kelly that the senator is trying to say that "all these Republicans are responsible for ISIS, as if evil is not responsible for ISIS."

"There's going to be a strain that will agree with Rand Paul," Perino said. "The vast majority of Republican voters are not going to agree with that." 

She added that Paul has spent the last six months trying to distance himself from his father. She said that today "in one instant, he returned right back to where he was in the beginning on foreign policy."
