A shocking viral video shows a little girl trying to wake her mother, who appears to be under the influence of drugs.

Nobody did anything about the situation at the time, but the video prompted authorities to investigate the mother. The Department of Health Services is investigating, but no charges have been filed.

"When you have a person doing the 'heroin nod' and a little girl is trying to hold her head up, that's horrifying," SEPTA Police Chief Tom Nestel told Philly.com. "There's very little reason why 15 calls to 911 weren't received. I don't think there's anyone who can watch that and say, 'Ah, that's a shame,' and just walk away."

In a news release, DHS officials said that the mother appeared to have been “severely impaired by drugs or alcohol.”

Lis Wiehl and Kimberly Guilfoyle discussed the situation with Bill O’Reilly. They said that if the mother is a drug addict, the child could be taken away because that could be considered neglect and abuse.

“I just feel so sorry for the children of these derelict parents,” O’Reilly said.
