San Diego Mayor Bob Filner (D), under fire after sexual harassment allegations from numerous women, called a press conference this afternoon with many calling for his resignation.

To some surprise, the 71-year-old Filner said he will not step down, but will instead enter behavioral counseling for two weeks of intensive therapy.

Shep Smith called the whole thing "astounding," getting some instant reaction from Bob Cusack of The Hill and Fraser Seitel, author of "Rethinking Reputation."

Cusack called the press conference "disastrous" both for Filner and Democrats, pointing out that this is coming right on the heels of the Anthony Weiner sexting scandal.

Cusack noted that just last week Filner was saying that the facts would "vindicate" him, but is now admitting he has a problem and apologizing. Shep likened the announcement to "putting a band-aid on an open wound."

San Diego voters could vote Filner out of office through a recall.
