Rep. Tom Marino (R-PA) challenged Secretary of State Clinton on the administration's response to personnel issues after the Benghazi attack, singling out three individuals who Clinton said, although culpable, are under "administrative leave, and under federal law and regulations they are still being paid."

"What is the hold-up," Marino asked, "in saying [...], 'you three let me down ... I no longer need your services'?"

Clinton refused to answer in public, saying that such "personnel discussions are not appropriate for public settings, but we have taken every step that was available and are looking for additional authority" as to how to proceed.
